Summary

Juan Seguin Elementary in Richmond, TX, is a mid-sized school serving 901 students in grades PK through 5 as part of the Fort Bend Independent School District (Isd), a district ranked in the top 31% of Texas, with about two-thirds of students coming from low socio-economic backgrounds.

This school shows a mixed performance profile that sets it apart from its high-achieving neighbors. While it has a history of elite Gifted & Talented performance—ranking #1 in Texas in 2018-2019—its recent overall rating has settled into the 45th to 55th percentile range. A key differentiator is a significant gender gap: the school is highly effective for female students (61st percentile) but struggles with male students (48th percentile), a pattern not seen at nearby top performers like Judge James C Adolphus Elementary (92nd percentile) or Sue Creech Elementary (90th percentile). The school also excels with African American students (74th percentile) but faces challenges with Asian students (12th percentile). A persistent weakness is 5th-grade science, where only 17% of students are proficient, compared to 34% district-wide and 52% at H F McNeill Elementary.

Despite being surrounded by elite schools with lower poverty rates, Juan Seguin shows signs of a potential turnaround. After a dip to the 45th percentile, it improved to the 55th percentile in 2025-2026, and its Special Education program jumped from the 38th to the 54th percentile. Notably, the nearby charter Sst Sugarland serves a similar demographic but achieves far better results (81st percentile), suggesting that challenges are not solely due to poverty. With per-student spending ($10,460) higher than many high-performing neighbors, the school has the resources to improve—the key will be replicating its proven success with African American and Gifted students across all groups and subjects.

Open Quote The administration and staff are very professional. They are fully focused on educating their students and encourage parent participation which is something I really appreciate. The principal is very much in control but has a very kind disposition. I'm confident that my children are in good hands. Close Quote

Open Quote Most teachers in the school are really good and they care for the students. The problem is the principal. She is very rude to the staff and parents. The PTA members don't want to continue helping because the principal doesn't appreciate them. The staff is under a lot of pressure. Teachers can't be creative as the principal only wants them to do things her way regardless of it being the best for the children. Lots of potential in the school, but principal really needs to retire. Close Quote
