Summary

Western Hills Elementary is a public elementary school in the El Paso Independent School District (EPISD) in El Paso, Texas, serving grades PK-5 with an enrollment of 388 students. The school has received a rating of 2 out of 5 stars from SchoolDigger, placing it in the bottom half of Texas elementary schools.

Western Hills Elementary has shown inconsistent academic performance over the years, with proficiency rates in STAAR Reading, Mathematics, and Science generally lower than the EPISD and Texas state averages, particularly in 3rd, 4th, and 5th grades. The school's performance on STAAR Spanish assessments is also below the EPISD and state averages. However, the school has relatively strong performance for its Hispanic and English Language Learner (ELL) student subgroups, ranking in the top 20% of Texas elementary schools in these categories.

Nearby schools, such as Tippin Elementary, Guerrero Elementary, and Putnam Elementary, consistently outperform Western Hills Elementary across all grade levels and subject areas. Despite the school's high percentage of students from low-socioeconomic backgrounds, its spending per student is higher than the EPISD average, suggesting that additional resources are being directed towards supporting its student population, but the impact on academic achievement is not yet evident.

Open Quote Benavides and Belnap protect bullies and threaten and intimidate victims and their parents if they speak up. Principal and Assistant Principal are nice in front of parents and mean and scary when parents aren't around. Students are taught not to report problems because they get in trouble rather than the bully. Students get yelled at by staff constantly. Creativity is stifled and kids are forced to copy artwork instead of showing any creative expression. This really is the worst school we've ever been to. Close Quote
