Summary

Outley Elementary is a PK-4 school in Houston, TX, serving 863 students in the Alief Independent School District (Isd), where over 84% of students qualify for free or reduced-price lunch. Once a strong performer ranking in the 77th percentile statewide in 2016, Outley has experienced a significant decline to the 33rd percentile by 2026, a 44-percentile-point drop that sets it apart from nearby schools like Shadowbriar Elementary (50th percentile) and Ashford Elementary (55th percentile) in the Houston Independent School District (Isd), which have maintained more stable rankings.

A key concern is the persistent gender performance gap: in the 2025-2026 school year, female students ranked in the 45th percentile statewide, while male students ranked in the 21st percentile—a 24-percentile-point gap that is much larger than at nearby schools. Additionally, Outley shows a relative strength in mathematics, with 3rd-grade math proficiency (33.33%) exceeding the district average (28.05%) and outperforming Heflin Elementary (18.82%) and Youens Elementary (20.72%). However, 4th-grade reading proficiency (42.14%) falls below the district average (43.54%) and the state average (53.04%), indicating a need for targeted reading instruction improvements.

Despite the overall downward trend, the 2023-2024 school year was a bright spot, with Outley jumping from the 20th to the 42nd percentile, driven by strong gains in 4th-grade reading (50.86% proficient) and subgroup performances. This suggests the school has the capacity to improve, and replicating strategies from that year could help reverse the decline. However, the Gifted and Talented program saw a dramatic drop from the 90th percentile in 2022-2023 to the 53rd percentile in 2025-2026, signaling a need for renewed focus on advanced academic programming.

Open Quote This school has a very bad personnel with no courtesy and discrimination attitude. Newcomer in Houston, I went to register my child of 5 years old in Kindergarten to Outley and was surprised to be informed that he can not be register in Kinder but Pre-K even if he already attended for kinder oversea. Later after multiple meetings, I have been told it is because of the state law of DOB after September that my son was not allow to enroll kinder. However, I found out that many parents are allow to enroll their kids and bypass that state law. So until now I have not get any answer yet from the principle and her boss for that discrimination.
The rule should be applied to everybody!!!
I do not recommend that school at all for your child. There are better school around with great rate... Close Quote
