Monterey High School is a small combined middle/high school serving 526 students in grades 7 through 12 in Monterey, Tennessee, within the Putnam County Schools district. The school ranks 206th out of 400 Tennessee high schools (48th percentile, 2 stars)—a step back from its recent peak of 149th in 2023-24, though still better than its low of 273rd in 2018-19. Most neighboring comprehensive high schools rank higher: White County High School, Cookeville High School, Stone Memorial High School, Clarkrange High School, and Cumberland County High School all sit near the 70th percentile or above, while Livingston Academy sits at the 53rd percentile. Only The Phoenix School ranks below Monterey.

Monterey's attendance and dropout numbers are among the best in the area. Chronic absenteeism is just 12.5%, far below Cookeville High School's 26.4% and Livingston Academy's 25.5%, and the dropout rate is an excellent 1.9%. Academically, geometry is a genuine strength: 54.8% proficiency, the best among nearby schools and well above the state's 42.3%. Middle-grades math and science are also strong, with 8th grade math at 58.2% versus 38.3% statewide. All-grades ELA proficiency rose dramatically from 19.7% in 2023-24 to 38.1% in 2025-26, nearly reaching the state average.

The most puzzling issue is graduation. Despite strong attendance and low dropout rates, only 84.8% of students graduate on time—the lowest among nearby comprehensive high schools, and far below the district's 92.8% and state's 90.5%. This gap has widened since 2020-21, when Monterey's rate was 90.6%. The school also struggles in Biology I (32.6% vs. 49.8% statewide) and English I (23.0% vs. 37.3%), though Algebra I and English II are at state averages. Monterey spends $13,505 per student, more than Cookeville High School's $11,130 and White County High School's $11,944. For a school spending above most neighbors, the combination of strong attendance and a below-average graduation rate is the most urgent issue. Recent rating swings suggest the school's gains are not yet stable.

Very unprofessional staff, staff members do not try to cultivate healthy caring relationships with students, staff destroy the self-esteem of student. They use negative reinforcement. Though, there is a large number of Hispanic students, they are extremely under-represented in sports, plays, etc. And extremely over represented in the area of punishment and discipline. Close Quote

One of the most important items on our list when looking to relocate was the schools.
Class size and teacher ratios along with resource services where at the top of our concerns. Monterey schools lived up to all our expectations. Our older son needed resource Math and English classes. In his previous school he would miss another subject to go to a resource class and then have to catch up on missed work. It made no sense. Monterey schools offered resource classes at the same time of the mainstream class. He did so much better with the small class size and even took several honors classes. Our younger son also took honor classes and graduated with honors. We now have a niece in the Monterey school system that is doing fabulous and on target to graduate a year early this year. The smaller class sizes really make a big difference in how well the students do. Close Quote
