Summary

Ocean Bay Elementary is a large public school in Myrtle Beach, SC, serving 1,181 students in grades PK-5 as part of the Horry 01 school district. While the school has historically been one of the top elementary schools in the state—ranking 10th out of 619 schools a decade ago—it has gradually declined to 124th out of 649 schools (81st percentile, 4 stars) in the most recent rankings. Still, it remains a solidly above-average school with several standout strengths.

One of the most impressive things about Ocean Bay is its success with students who often face extra challenges. The school ranks in the 92nd percentile statewide for English Language Learner (ELL) students and has ranked as high as 1st in the state for Hispanic student achievement. It also performs exceptionally well with students from low-income backgrounds, ranking in the 99th percentile just a couple of years ago. Attendance is another major plus—only 10% of students are chronically absent, compared to 19.4% for the district and 22.3% for the state. Academically, the school beats district and state averages in English Language Arts at every grade level, with 3rd grade proficiency at 80.7% versus 64.1% statewide. It also does more with less, spending $11,760 per student—lower than nearby Socastee Elementary ($14,216) and Palmetto Bays Elementary ($15,549)—while still achieving strong results.

However, there are some concerns parents should know about. The school's support for students with disabilities has dropped dramatically, falling from the 94th percentile to the 16th percentile in just two years—a red flag worth investigating. Math performance also declines as students move up, with 3rd grade proficiency at 75.6% but only 61.5% by 5th grade. There's also a growing gender gap, with girls outperforming boys by a wider margin each year. Compared to nearby River Oaks Elementary, which has recently surpassed Ocean Bay in overall ranking, Ocean Bay still maintains better attendance. And while Palmetto Academy of Learning and Success Charter outperforms in some subjects, Ocean Bay serves a much larger and more diverse student population. Overall, this is a school with real strengths in serving diverse learners, but families with children who receive special education services may want to ask specific questions about current supports.
