Summary

Boulder Bluff Elementary is a PK-5 public school in Goose Creek, SC, serving 659 students within the Berkeley 01 school district, where 100% of students qualify for free/reduced lunch and per-student spending is a robust $14,657.

This school has a few standout strengths that set it apart. Most notably, Boulder Bluff excels with its African American students, ranking in the 78th percentile statewide (4-star rating) in the most recent school year—dramatically better than its overall 41st percentile ranking. The school also shows strong results with disabled students, landing in the 57th percentile. Perhaps most encouraging is the broad-based improvement from the prior year: overall rank jumped from the 29th to 41st percentile, and every student subgroup improved simultaneously. That kind of across-the-board progress suggests effective, systemic changes are taking hold. The school's chronic absenteeism rate of 23.9% matches the district average, though it's notably higher than Howe Hall AIMS Elementary's 6.7%—a school just 3 miles away that ranks 12th in the state. That stark contrast, despite similar spending levels, highlights how much attendance and instructional approaches can vary even within the same district.

There are also clear areas for growth. Math proficiency lags behind English Language Arts, and the gap widens significantly by 5th grade—only 35% of 5th graders are proficient in math versus 52.8% of 3rd graders. This "5th grade drop-off" pattern appears in ELA too, suggesting challenges in upper-elementary instruction. Compared to Westview Elementary, its closest peer just 1.8 miles away, Boulder Bluff ties or trails in most subjects, though it does outperform Westview in 4th grade math. The school also spends more per student than Mevers School of Excellence, a nearby charter, without consistently better outcomes. Still, with its best overall ranking since 2018-2019 and clear momentum, Boulder Bluff appears to be a school on the rise—one that's particularly effective with students who often get overlooked elsewhere.

Open Quote Very uncomfortable feeling having a send my child to the school. Lots of bullying and not enough consequences for the grown up actions these children are making. But are not Held responsible. Children cursing and talking like grown ups is not an unusual occurrence. Close Quote

Open Quote If you are a parent who wants to be involved in your child's school, have quality teachers, and a class your child can learn in without other students and teachers arguing, then don't move to this districts area. I would not recommend this school. Close Quote
