Summary

Shaver Elementary School is a K–5 school serving 266 students in the Parkrose School District 3, located in outer northeast Portland at 3701 NE 131st Pl. It is one of the smaller elementaries in its immediate area — bigger than Sacramento Elementary School and Prescott Elementary School, but smaller than Russell Elementary School, Menlo Park Elementary School, and Ventura Park Elementary School.

Statewide, Shaver ranks 641 of 709 schools and has stayed in the bottom quartile for most of the past decade — a pattern shared by its district, which is itself among Oregon's lowest-ranked. The clearest academic concern is math: at 14.7% proficient, Shaver trails the state and even its own district, and sits third from the bottom among ten nearby schools with reported math scores. The most useful comparison is Russell Elementary School, just over half a mile away in the same district with similar enrollment scale and nearly identical chronic absenteeism (36.2% vs. 37.6%) — yet Russell reaches 29.9% in math, roughly double Shaver's rate. Science is Shaver's bright spot at 18.2%, above the district average and mid-pack locally. English language arts (27.9%) is roughly at district level. Attendance is a relative strength: chronic absenteeism of 37.6% is more than seven points better than the district's, and beats Glenfair Elementary School, Wilkes Elementary School, and Margaret Scott Elementary School. Class size is among the smallest in the area at 13.8 students per teacher, and per-student spending is $21,187, about the median for nearby schools.

One pattern worth watching: proficiency drops sharply as grades rise. Math falls from 21.4% in 3rd grade to 14% in 4th and 9.1% in 5th — only about 1 in 11 fifth graders is proficient — while district ELA actually improves across those same grades. (These are different grade cohorts, not the same students tracked over time.) Recent investment in smaller classes and higher spending has not yet shown up in results. Overall, Shaver is stronger than the nearby Reynolds School District 7 schools, but behind its own district peer Russell and the David Douglas School District 40 and Portland School District 1J schools.
