Struthers City

Struthers City is a small, single-town Ohio district with three schools serving about 1,589 students from pre-kindergarten through 12th grade. Struthers Elementary School covers PK–4 with 656 students, Struthers Middle School covers grades 5–8 with 495 students, and Struthers High School covers grades 9–12 with 438 students. The district is ranked 561 of 773 Ohio districts (27th percentile, 1 star), but that district rating is harsher than the individual buildings: all three schools carry 2 stars in most years, and only the elementary slipped to 1 star in 2025-26.

For parents comparing the three, the middle school is the strongest overall performer. It has the best rank percentile of the three (40th vs. 29th elementary and 33rd high school) and the district’s standout result: Algebra I End-of-Course proficiency of 96.3%, versus 61.6% statewide. The high school has the strongest outcomes—a 96.6% graduation rate, American History at 81.7% (state 73.2) and American Government at 72.7% (state 71.6)—plus the smallest classes (11.9:1) and largest per-student spending ($9,941 in 2018-19). But it also has the district’s worst chronic absenteeism at 44.0%. The elementary school is the largest and has the lowest chronic absenteeism at 24.5%, nearly 8 points below the district’s 32.1%, yet its 3rd grade is the district’s deepest weakness: math 45.2% and ELA 42.9%, gaps of -16.9 and -20.5 points against the state.

District-wide, only 3 of 21 reported school-level proficiency measures met or exceeded the state in 2025-26, down from 9 of 21 in 2024-25. Average proficiency gaps versus the state were -4.4 points at the high school, -3.3 at the middle school including Algebra I, and -12.7 at the elementary. Attendance is a clear differentiator: elementary 24.5%, middle 32.2%, high school 44.0%. Stable strengths worth protecting are high school social studies and middle school Algebra I, while science and geometry are weak spots; several subjects fell double digits in one year, including middle school Science 5 (65.6 to 50.8) and Math 8 (61.4 to 47.0), and high school Geometry (48.3 to 36.0).
