Summary

New Horizons Community Charter School is an elementary school serving grades K-8 in Newark, New Jersey, with 337 students. The school faces significant challenges, consistently ranking in the bottom 15-20% of elementary schools in the state with a 1-star rating from SchoolDigger.

Academically, New Horizons struggles, with proficiency rates on state assessments that are significantly below the state averages across all grades and subjects, particularly in Mathematics. For example, in 2024-2025, the school's proficiency rates ranged from 10.5% to 50% in English Language Arts and 10.9% to 28% in Mathematics, compared to state averages of 44.9% to 57.1% in ELA and 20.7% to 49.8% in Math. The school's performance on science assessments is also very low, with proficiency rates ranging from 3.6% to 9.1%, compared to state averages of 19% to 30.1%. Despite the school's low academic performance, it has a relatively low student-teacher ratio and higher per-student spending compared to the state average.

Interestingly, the nearby Newark Educators Community Charter School and Philip's Academy Charter School both outperform New Horizons on academic measures, while the nearby traditional public schools generally perform even worse. The higher-performing schools, such as Michelle Obama Elementary and Sir Isaac Newton Elementary, serve student populations with lower rates of poverty and free/reduced-price lunch eligibility. Addressing the root causes of New Horizons' underperformance, such as instructional quality, school climate, and family engagement, will be crucial for improving student achievement.

Open Quote Horrible experience at this school. The Superintendent runs this as her private business. Teachers complain to us parents all the time about her, teaching is almost nonexistent in some classes. Pulled my kids out for this coming fall and they themselves are extremely happy to no longer be going back to what they call a bad school. Close Quote
