"The Immaculate Heart of Mary (IHM) School came into non-permitted existence in 1990. The same way the unsanctioned chapel came into non-permitted existence in 1989. The same way the SBC cemetery came into existence without permits in the mid 1990s. Just do it and ask for permission later. . .maybe."
