Candor Elementary serves 368 students in grades PK–5 in Candor, North Carolina, as part of Montgomery County Schools, and is one of the highest-need elementary schools in the area — 99.18% of its students qualified for free or reduced-price lunch in 2024-25. The school has ranked in the bottom 10 percent of North Carolina elementary schools for the past four reported school years, including a 2025-26 rank of 1,385 out of 1,492. That marks a clear decline from its pre-pandemic position in the 27th–34th percentile range, and it has not shown meaningful recovery since.

On 2025-26 state tests, Candor scored below the state average in every subject and grade, and below its district average in most categories. Third-grade reading proficiency was just 26.2% versus 44.5% for the district and 55.6% statewide, while 5th-grade science proficiency came in at 28.6% compared with a 67.7% state average. The comparison with nearby high-poverty schools makes these results particularly striking. Star Elementary, in the same district, has a 98.9% free or reduced-price lunch rate yet ranked in the 52nd percentile statewide in 2025-26, and Page Street Elementary also outperformed Candor by wide margins in reading and science. West End Elementary and West Pine Elementary, both part of Moore County Schools, have poverty rates above 99% and ranked in the 92nd and 74th percentiles respectively. Among ranked district peers, Candor sits above only Mount Gilead Elementary. Per-student spending at Candor ($9,774) also has not translated into stronger academic outcomes relative to these peer schools.

Chronic absenteeism is not driving Candor's low scores — the school's rate of 20.7% in 2024-25 was below both the district (24.8%) and the state (24.2%). However, subgroup results suggest uneven effectiveness across student groups, with female students ranking in the 2nd percentile statewide in 2025-26 compared with the 18th percentile for male students, and English Learner performance varying sharply from the 53rd to 13th percentile across recent years. Overall, Candor's results suggest that school-level practices and academic support, rather than poverty or attendance, offer the best path for improvement.
