Upward Elementary

Upward Elementary is a K–5 public school in Flat Rock, North Carolina, serving 389 students as part of Henderson County Schools. The school's academic standing has fallen dramatically over the past decade: it ranked near the middle of North Carolina elementary schools in 2015–16, but by 2025–26 it had slipped into the bottom 15% statewide, earning a 1-star rating. Proficiency rates on state End-of-Grade tests are consistently 10 to 25 percentage points below district and state averages in every subject and grade level, and 99.2% of students qualify for free or reduced-price lunch.

The most telling comparisons are with nearby schools that serve equally high-poverty populations but achieve far stronger results. Clear Creek Elementary, also in Henderson County, has a nearly identical share of low-income students (99.3%) yet ranks in the 67th percentile statewide, with 5th grade science proficiency of 86.8% compared with Upward's 51.9%. Saluda Elementary School, part of Polk County Schools and located about five miles away, serves a student body that is 97.9% low-income and routinely earns 4- and 5-star ratings, with proficiency rates often 30 to 50 points higher than Upward's. Even Edneyville Elementary and Hillandale Elementary, both with poverty levels above 99%, outperform Upward on overall rankings. These comparisons illustrate that poverty alone does not determine a school's outcomes.

One genuine bright spot is attendance: chronic absenteeism at Upward fell from 36.6% in 2021–22 to 16.7% in 2024–25, now below the state average of 24.2% and close to the district's 14.5%. Test scores, however, have not yet followed, suggesting that getting students to class is only part of the challenge. Per-student spending at Upward is higher than at some better-performing neighboring schools, and class sizes are similar, so the gap may be tied to instructional strategy, curriculum, or leadership rather than funding. Subgroup data shows the difficulty is systemic — female students rank in the 6th percentile statewide and low-income students in the 14th — but the success of comparable nearby schools shows improvement is possible.
