Club Boulevard Elementary in Durham, NC, serves 364 students in grades K–5 as part of Durham Public Schools. It has experienced one of the area's most dramatic performance swings: after reaching a 4-star rating at the 79th percentile statewide in 2023-2024, it dropped to a 1-star rating at the 28th percentile by 2025-2026. Attendance is an asset, with chronic absenteeism at 23.5% — well below the Durham district average of 36.1% and near the state average. Nearby Durham elementary schools like Morehead Montessori and George Watts serve similar student populations yet outperform Club Boulevard in most subjects, showing that poverty does not make these results inevitable. Club Boulevard also demonstrated two years ago that it could excel. The core challenge is to identify what made those earlier years successful, replicate what is working in 4th grade reading, and ensure every student group benefits equally from strong instruction.

Open Quote Poorly run school. I am a grandparent and my grandchild would tell me that she observed on a daily basis the other children yelling at and hitting each other with no repercussion at all. The classes are not an environment that a student that wants to learn can. We will be putting our child/grandchild in a charter school. Close Quote

Open Quote Carpool line in front of houses. Neighbors not friendly at all. 98 of parking is on the side of a busy street. Curriculum pretty good. Playground has dog crap on it. Playground faces busy club blvd, lots of foot traffic. occasional on looker. Some parents cause trouble. Good mix of cultures. Some teachers a little too friendly with kids boarder line crazy.
