Summary

Charyl Stockwell Academy is a public charter elementary school in Howell, MI, serving 696 students in grades K-5 as its own district, and it has shown one of the most dramatic improvement trajectories in the area—climbing from the 49th percentile in 2018-2019 to the 80th percentile statewide by 2025-2026.

For parents, the headline news is that your child is likely to perform well above state averages here. In 2025-2026, proficiency rates hit 52.3% in 3rd grade ELA, 52% in 4th grade, and an impressive 67.3% in 5th grade—compared to state averages of 38-44%. The school is especially strong in 5th grade science, where 62.4% of students are proficient versus 40% statewide. What's particularly noteworthy is how well the school supports its most vulnerable learners: economically disadvantaged students rank in the 84th percentile statewide, earning 4 stars. The school also appears to have approaches that benefit boys, who outperform girls (81st vs. 73rd percentile), which is unusual since girls typically lead in elementary reading. All of this comes at a remarkable cost—just $11,531 per student, which is $1,400 to $6,300 less than nearby traditional public schools like Hartland Round Elementary or Highland Elementary.

There are a few areas to watch. Chronic absenteeism sits at 25.7%, much higher than neighboring Hartland Lakes Elementary (8.2%) or Creekside Elementary (9.2%), though it is improving. Fifth-grade math (46.5% proficient) lags far behind 5th-grade reading (67.3%), a gap that has persisted for years, though math is improving rapidly. Special education students rank in the 43rd percentile, below the school's overall performance. When compared to the top-performing Brighton Area Schools or Hartland Consolidated Schools nearby, Charyl Stockwell trails by 10-15 percentile points—but delivers those results at roughly 65-75% of the per-student cost, making it a compelling value for families in the Howell area.

Open Quote Be very careful, especially if your child has special needs of any kind. Pin the administration down on anything they promise you, because they regularly tell parents what they want to hear whether it's true or not. Schools receive thousands of dollars for every student they bring in, and CSA wants every dollar they can get. The teachers I worked with were awesome, but the founders regularly ties their hands, usually for financial reasons or for appearances. The founders are VERY focused on appearance. Close Quote

Open Quote Wonderful, wonderful school! The teachers work at your child's own academic level. So if your child has already mastered addition and subtraction, they will move your child up to multiplication if they feel he/she is ready. This way your child will always feel challenged and academically- stimulated. Close Quote
