Summary

Flower Hill Elementary is a mid-sized school in Gaithersburg, MD, serving 454 students from Pre-Kindergarten through 5th grade as part of the highly-rated Montgomery County Public Schools district, though it has historically ranked in the lower third of Maryland elementary schools.

One of the school's standout strengths is its performance in English Language Arts (ELA), where 43% of students were proficient in the 2025-2026 school year. This is notably higher than nearby schools with similar demographics, such as Gaithersburg Elementary (19%), Watkins Mill Elementary (26.6%), and South Lake Elementary (22%). Additionally, Flower Hill has shown exceptional results with African American students, ranking in the 69th percentile statewide for this group in the 2020-2021 school year—far above its overall ranking. The school also saw a significant improvement in its state ranking, jumping from the 24th percentile in 2024-2025 to the 40th percentile in 2025-2026, its highest in over a decade.

However, there are areas of concern. Science proficiency is alarmingly low, with only 9.9% of 5th graders proficient compared to the district average of 40.1%. Chronic absenteeism is a persistent issue, with a rate of 24.5% in 2024-2025, above the district's 22.6%. The school also spends a high amount per student ($23,378), more than higher-performing neighbors like Mill Creek Towne Elementary ($21,956) and Judith A. Resnik Elementary ($20,407), raising questions about resource efficiency. Interestingly, nearby schools like Strawberry Knoll Elementary (55th percentile) and Harriet R. Tubman Elementary (33rd percentile) show that proximity doesn't predict performance, highlighting the role of internal school factors.

Open Quote I am reading the scores about Flower Hill Elementary School scores are not a good reflection of the school. I reside in the Flower Hill community and I had the opportunity to enroll my daughter in any school in MC. I selected this school because it is my neighborhood school I am so happy that we attend this school. My daughter is a second grader and I am blessed that she receives all of the necessary assignments required to progress to Grade Leve #3. The teachers in Flower Hill are aware of my daughter's strength and challenges and have made all attempts to assist her academically and emotionally. She is reading well and developing strong mathematic abilities. This is a great school with great resources but parents must invest in the academic journey of their children. Close Quote
