Summary

Rock View Elementary in Kensington, MD, is a mid-sized school serving 588 students from Pre-K through 5th grade as part of the highly-rated Montgomery County Public Schools district, where it occupies a middle ground in a diverse educational landscape. The school has shown a slight upward trend in its state ranking over the past two years, but it remains a middle-of-the-pack performer with a 2-star rating, significantly below high-achieving neighbors like Kensington Parkwood Elementary (70.7% math proficiency) and Garrett Park Elementary (64.1% ELA proficiency).

The school's most significant academic challenge is English Language Arts (ELA), where proficiency sits at 38.4%—a dramatic 20-point gap below the district average of 58.5% and 13 points below the state average. This is not a universal issue across the neighborhood, as nearby schools like Oakland Terrace Elementary (61% ELA) and Flora M. Singer Elementary perform much higher. Math proficiency at Rock View (32.1%) is closer to the district average (36.9%) and outperforms lower-performing peers like Viers Mill Elementary (23.3%) and Sargent Shriver Elementary (19.6%). Chronic absenteeism is a persistent challenge, with a rate of 21.3% that is nearly double that of high-performing neighbors like Kensington Parkwood (10.4%) and Flora M. Singer (10.6%).

Despite these hurdles, Rock View invests heavily in its students, spending $24,675 per pupil—significantly more than Kensington Parkwood ($18,726) and Garrett Park ($18,285)—and maintaining a favorable student-teacher ratio of 11.1:1. The school shows notable strengths in serving specific student groups, including strong performance for African American students (75th percentile) and low socio-economic status students (79th percentile). However, it struggles with Hispanic students (17th percentile), Special Education students (15th percentile), and English Language Learners (32nd percentile). The school's path to improvement lies in targeted literacy instruction, addressing chronic absenteeism, and providing additional support for its struggling subgroups.

Open Quote My daughter started kindergarten last year at RVES and will be attending first grade this school year. We have been impressed with the principal and teaching staff. Parents are involved and my daughter is very happy. My husband and I are professionals with advanced education and love this school
Some of the schools ranking has been influenced by the fact it is 45% Hispanic and parents being uncomfortable with true diversity of a low county Montgomery county school. This is a great school, with dedicated teachers, and involved parents. The PTA is fun and they have been building a terrific outdoor classroom learning environment this last year.
Rock View Elementary School is a place where your child can become a good citizen and achieving academic. Close Quote

Open Quote Many of Rock View's teachers are experienced educators with students' best interests at heart. However, the administration toes the line on standardized testing, regardless of students' backgrounds. If you are going to talk about diversity and welcome families from all walks of life, you have to give teachers the moral support and the tools to bring around those who lag behind (for whatever reasons) on the almighty bottom line - test scores. This takes time! Having the formal education to make the grade as an administrator does not necessarily translate to understanding the difference between developmental and cognitive bases for low performance.
