Summary

Carney Elementary in Baltimore, MD, is a mid-sized school serving 524 students from Pre-K through 5th grade in the Parkville area, part of the Baltimore County Public Schools district, where 70.8% of students qualify for free or reduced-price lunch.

Carney Elementary is a solid, middle-of-the-pack performer in a neighborhood with a wide range of school outcomes. It ranks in the 37th percentile statewide, placing it between high-performing neighbors like Perry Hall Elementary (81st percentile) and Seven Oaks Elementary (70th percentile) and lower-performing ones like White Oak School (4th percentile). A key strength is English Language Arts (ELA), where 40.9% of students are proficient, but math is a significant challenge, with only 19.1% proficient—a gap much wider than the district average. The school also spends more per student ($20,631) than top-performing nearby schools, suggesting funding is directed toward supporting its high-needs population, though this hasn't yet translated into top academic outcomes.

Chronic absenteeism has improved dramatically, dropping from 42.9% post-pandemic to 30.2% in 2024-2025, but this hasn't yet boosted test scores, which remain flat. The school is particularly effective for many student groups but struggles with its low socioeconomic status (SES) students, who rank in the 14th percentile statewide—a major equity concern. Interestingly, Carney's closest neighbor, Harford Hills Elementary, has an inverted profile: stronger in math but weaker in ELA, and higher absenteeism. This shows that even nearby schools can have very different strengths, likely driven by specific leadership and teaching strategies.

Open Quote Carney Elementary School is focused on student achievement but focuses on the individual sutdents. Monthly grade level meeeting address the needs of each student by name. Teachers use many forms of data and personal observation to assess these needs. No student is pigeon-holed into a specific group or category but movement is fluid depending on the needs of each child. As a former member of the faculty, it was my honor to work with such a group of dedicated and caring individuals. (Believe me, I would tell you if I felt differently.) Close Quote
