Summary

Rowe Elementary is a public charter school in Chicago, Illinois, serving 704 students from kindergarten to 8th grade. While the school is part of the Chicago Public Schools District 299, which is ranked 698 out of 811 districts in Illinois, Rowe Elementary consistently underperforms both the district and the state in academic achievement.

Rowe Elementary's proficiency rates in English Language Arts, Mathematics, and Science are significantly below the averages for Chicago Public Schools District 299 and the state of Illinois. For example, in the 2024-2025 school year, the school's English Language Arts proficiency rate was just 21%, compared to 42.8% for the district and 53.1% for the state. The school's performance is particularly concerning for certain student subgroups, with Rowe Elementary ranking in the bottom 25% of Illinois elementary schools for African American, Hispanic, English Language Learner, Special Education, and Low Socioeconomic Status students.

Compared to nearby schools, such as LaSalle II Lang Academy Elementary School, Pritzker Elementary School, and Drummond Elementary School, Rowe Elementary consistently underperforms in academic achievement, has higher chronic absenteeism rates, and lower per-student spending and less favorable student-teacher ratios. These factors suggest that Rowe Elementary may face significant challenges in providing a high-quality education to its diverse student population.

Open Quote The teachers at Rowe are top notch, care about them and their home life. The fact that they were able to quickly switch to e-learning during this pandemic is impressive. Ms. Wilson (principal and former 2nd grade teacher) is great about communication. It’s great to see a principal who was recently a teacher, as they know what the school really needs.

I would like to see more done about problem kids. My scholar constantly tells me that recess is taken away, silent lunch, or extra homework because a select few keep behaving poorly. This slows down learning for the whole classroom if the teacher is constantly needing to attend to bad behavior.

Also special shout out to the safety officers in front of building during morning drop off. They keep everyone moving and all students safe (while reminding rule breaker parents why we don’t let students dash across the street into oncoming traffic) Close Quote

Open Quote We have been with Rowe since kindergarten and we feel we have made the right choice. As a parent I make the choices that best fit our goals for our children, that is Rowe. We have seen teachers leave due to many reasons (personal and professionally), but I know while at Rowe they gave it their all and I saw it in my children. As we now prepare for High School I know I won't find the welcoming and family environment Rowe has, but I expect the same or better quality of education that Rowe offers.

I am the parent therefore I chose what is best for my children. Close Quote

Open Quote The quality of the school dramatically decreased when the new principal took over. He is never available. Also, many teachers and administrators have left since Ms. Martinez left. Lots of families leaving too. Stay away from this school--it went downhill fast. Close Quote
