Summary:
Burke County is home to three elementary schools—Waynesboro Primary School (grades PK-2), Blakeney Elementary (grades 3-5), and S G A Elementary School (grades PK-5)—serving roughly 1,880 students in a high-poverty area where every student qualifies for free or reduced lunch.
The standout is S G A Elementary School, which despite being the smallest school (230 students) posts the strongest results. Its math proficiency rates are dramatically higher than the district: 50% vs. 28.2% in 3rd grade, 51.7% vs. 28.1% in 4th grade, and 42.4% vs. 29.8% in 5th grade. In fact, S G A's 3rd and 4th grade math scores exceed state averages. The school also improved its state ranking by nearly 300 spots year-over-year, now sitting at 522nd out of 1,219 Georgia elementary schools. By contrast, Blakeney Elementary has declined in ranking and posts math proficiency in the mid-20s—roughly half the state average. Waynesboro Primary School has no test scores since it only serves PK-2, but its 18.4% chronic absenteeism rate is the highest in the district.
Resource allocation appears to play a key role. S G A spends $26,843 per student with a 9.2:1 student-teacher ratio, while Blakeney spends $20,448 with an 11.9:1 ratio. Chronic absenteeism also tracks with performance: S G A has the lowest rate (13.8%), Blakeney is in the middle (16.9%), and Waynesboro is highest (18.4%). The Burke County district overall ranks 147th out of 201 districts in Georgia, but S G A's success shows that high-poverty schools can achieve at or above state levels with the right resources and support.
