Summary

Belleair Elementary School is a public PK-5 school in Clearwater, FL, serving 455 students within the highly-rated Pinellas School District, but it stands out as a low-performing school in a high-performing area. The school has a 1-star state ranking, placing it in the bottom 20% of Florida elementary schools, and serves a predominantly low-income population, with 74.5% of students qualifying for free or reduced-price lunch. This is a school facing significant challenges that its nearby peers have managed to overcome.

The most alarming issue at Belleair is its critically high chronic absenteeism rate of 35.3% for the 2023-2024 school year, the highest among all comparable nearby schools. For context, high-performing schools like Plato Academy Clearwater (15.5%) and Discovery Academy Of Science (21.0%) have rates less than half of Belleair's. Even schools with similar poverty levels, such as Kings Highway Elementary Magnet School (25.6%) and Ponce De Leon Elementary School (34.5%), have lower rates. This attendance crisis is likely a primary driver of the school's low academic outcomes, as students cannot learn if they are not in class.

Academically, Belleair consistently falls below district and state averages in every subject and grade level, with no bright spots in recent testing data. For example, 3rd-grade ELA scores (48%) trail the district average (68%), and 5th-grade science (41%) is far behind the district (70%). Interestingly, the school spends $15,450 per student—higher than top-performing charters like Discovery Academy ($10,236) and Plato Academy ($9,329)—yet this funding is not translating into success. However, there is a glimmer of hope in math, where 4th and 5th-grade scores have occasionally exceeded district averages in past years. Belleair can look to demographically similar schools like Kings Highway and Ponce De Leon, which outperform it significantly, as models for improvement in school culture and attendance interventions.

Open Quote The administration of this school have no idea what they are doing. The principle seems to have her own agenda and makes up her own rules during the school year. I think she tends to have a prejudice and biased demeanor towards Caucasians. I am so happy my
family members no longer have to attend this school. It is sad that this school has outstanding teachers that the administration runs them down without any appreciation and reward system. Pinellas School Board should fire the principle and assistant principle and start over. I would not recommend this school to anyone. Go with school choice before being stuck with them.
