Summary

Bailey Elementary School in Dover, FL, is a public school serving 719 students in grades PK through 5 within the Hillsborough district, where a majority of families (63%) qualify for free or reduced lunch, reflecting a high-needs community.

Academically, Bailey has faced significant challenges, with state rankings declining from the 31st percentile in 2022-2023 to a projected 10th percentile for 2025-2026. This places it below the district and state averages in most subjects. However, it is not the lowest-performing school in its area—Mango Elementary (6th percentile), Thonotosassa Elementary (4th percentile), and Dover Elementary (4th percentile) rank even lower. A stark contrast exists just 5 miles away at Walden Lake Elementary (69th percentile) and 0.4 miles away at Independence Academy (49th percentile), which serve communities with lower poverty rates and achieve far higher test scores. One bright spot is Bailey’s 4th-grade math, where proficiency has risen from 48% to 53% over two years, suggesting a potential model for improvement.

A critical issue is chronic absenteeism, which, at 31.9%, is higher than the district and state averages and far exceeds rates at nearby high-performing schools like Walden Lake (23.1%) and Independence Academy (26.9%). Interestingly, Bailey spends $11,783 per student—more than Walden Lake ($11,257) and Independence Academy ($9,138)—yet sees weaker results, indicating that funding alone isn’t the solution. The school’s challenges are deeply tied to non-academic barriers like poverty and attendance, and the proximity of Independence Academy suggests that Bailey serves a particularly disadvantaged attendance zone within Dover, highlighting the impact of school zoning on educational equity.

Open Quote Bailey Elementary has caring teachers and an energetic staff that welcomes parents and community members and helps each child feel safe and important. Mrs. Zilbar and Mrs. Mayo work hard to make sure that everything runs smoothly. The school provides opportunities including Mr. Hanford's afterschool program, Odyssey of the Mind, student council, and safety patrols. My children love it and look forward to going to school every day! They both feel that they have the best teachers in the world! Close Quote
