Summary

Dr. William A. Chapman Elementary School in Homestead, FL, is a public school serving 515 students in grades PK-5 within the Miami-Dade district, where 73.6% of students qualify for free or reduced-price lunch. The school is currently in the midst of a remarkable academic turnaround, climbing from the 16th percentile in state rankings in 2023-2024 to the 47th percentile in 2025-2026—a 31-point surge that sets it apart from many nearby schools still struggling in the bottom tier.

This improvement is especially dramatic in math and science. For example, 5th grade math proficiency jumped from 21% to 60%, and 5th grade science soared from 11% to 50% over the same period. The school invests heavily in this progress, spending $17,314 per student—far more than neighbors like Redland Elementary School ($11,409) or Somerset Academy Silver Palms At Princeton ($9,572)—and maintains a low student-teacher ratio of 15.6:1, which is more favorable than many surrounding schools. This strategic focus on smaller classes appears to be a key driver of the recent gains.

However, a major challenge remains: chronic absenteeism. At 35.7%, it is significantly higher than the district average of 28.2% and far above top-performing nearby schools like Air Base K-8 Center For International Education (8.5%). This persistent issue highlights that while academic interventions are working, consistent attendance is critical for sustaining growth. Chapman’s story is one of a school using targeted resources to reverse a decline, but its future success will depend on tackling the deeper community challenge of getting students to school every day.

Open Quote My son has been to three other schools. William A Chapman Elementary School is the fourth. They are terrible. The kids seem to be unsupervised when waiting for the bus after school and on Wednesdays the older kids get out at the same time as the younger kids and bully them. They took the kids on a field trip. The other schools did not want the children to take money so everyone would be the same. This school did not mention for the kids to bring money. My son was extremely hot, not given anything to drink, and to top it all off he's allergic to peanuts (which I wrote on his permission slip) and the lunch they gave them was a peanut butter and jelly sandwich! Thankfully my son did not eat it. I could go on and on about what goes on there. It's beyond me how they are still open. Someone must be looking the other way, honestly. Close Quote
