THEY SEEM TO BE BEHOLDEN TO PARENTS WHO MAKE THE MOST NOISE AND COMMOTION IN ORDER TO PRESERVE THEIR OWN CAREER TRACTS. THEY ALLOW PARENTS WHO ARE MEAN, VINDICTIVE, AND OVERTLY POLITICAL STEER THE MOMENTUM AND FOCUS OF THE SCHOOLS' ACTIVITIES.
