Summary

Turner Elementary School is a Pre-K–5 public school in Southeast Washington, DC, serving 461 students as part of the District of Columbia Public Schools, a district that ranks in the upper-middle range statewide. Turner itself, however, sits near the very bottom of DC's elementary school rankings — 122nd out of 124 schools, placing it in the 2nd percentile with a 0-star rating. On the 2025–26 DC CAPE assessment, only 7.4% of students scored proficient in English Language Arts and 5.3% in Math, compared with district averages of 44.1% and 33.3%, respectively.

The contrast with nearby schools is stark. Within about a mile, Garfield Elementary School (23.3% ELA, 27.1% Math), Moten Elementary School (26.8% ELA, 25.4% Math), and Stanton Elementary School (26.3% ELA, 30.3% Math) all post proficiency rates several times higher than Turner's. Even nearby charter schools outperform Turner: KIPP DC - Inspire Academy PCS reaches 12.6% ELA and 14.8% Math, and Rocketship PCS - Rise Academy reaches 10.8% in both subjects. Turner also spends less per student ($27,420) than those nearby DCPS schools, which range from roughly $32,000 to $36,500, and it has a higher student-teacher ratio (12.2) than Garfield (10.2), Moten (7.7), or Stanton (9.5).

What's most concerning for parents is the trend. Turner's statewide rank has fallen from the 18th–22nd percentile in 2017–2019 to the bottom 2% in recent years, even as per-pupil spending rose by roughly 33%. No grade level at Turner reaches 10% proficiency in any subject — the highest is 4th grade ELA at 9.7%. Staffing has improved (the student-teacher ratio dropped from 15.1 to 12.2), but that hasn't moved test scores. When compared to other DC schools serving similar student populations, Turner ranks in the bottom 1st–3rd percentile, indicating the school is underperforming even among schools facing comparable challenges.
