Tom Hawkins Elementary serves 728 students in grades K–8 in Tracy, within the Jefferson Elementary District. SchoolDigger ranks the district 168th of 968 California districts, at the 83rd percentile with 4 stars; the school ranks 2,119th of 5,804 statewide, at the 63rd percentile with 3 stars. In 2025–2026, all-grade results were above the state average but below the district average: 55% in ELA, 42% in math, and 51% in science. The most important finding is the sharp grade-level contrast: third-grade ELA and math were just 30% proficient, while eighth-grade ELA reached 73% and science 60%.

Science is the clearest strength compared with nearby K–8 schools and the state, while math is the largest gap to the district. Science proficiency was 15 percentage points above the state and 5 points above the average for four nearby K–8 schools; only Corral Hollow Elementary scored higher among those peers. Math was 4 points above the state but 16 points below the district and 6 below the K–8 peer average. ELA was 6 points above the state, 7 below the district, and about level with the peer average. Third-grade ELA and math were the lowest among the nearby K–8 schools, while eighth-grade results were much stronger, though eighth-grade math remained below the district.

Science has improved substantially: it rose from 31% in 2022–2023 to 51% in 2025–2026, a 19-point gain, while math increased 2 points and ELA was nearly unchanged. The school’s statewide percentile has also shifted, from 68 in 2022–2023 to 63 in 2025–2026. Its 2024–2025 student-teacher ratio was 20.3, tied for the lowest among nearby schools, and 49% of students were eligible for free/reduced lunch in 2024–2025. One notable subgroup result is Special Education Students: SchoolDigger’s measure of how well the school serves this group fell to the 2nd percentile in 2025–2026, from the 51st percentile the year before. It is really sad to see our beloved Tom Hawkins school fall apart. What was once a great school that parents could look up to with confidence has turned to a below average school, which leaves parents feeling very sad. Hawkins is now ranked amongst the lowest schools in Tracy now. Six years ago it was a 7 or 8 and then it dropped steadily and now is ranked 5 according to greatschools.org. And if you go to the California Board of education website, you can see the scores have dropped so below state standard. But this is no surprise as some of us parents feel the school was headed in a downward spiral for the last five years due to the current principal and her incompetence and unethical behavior. The bottom line: the school should be heading in a positive direction, not down.
