Summary

Grace Hartman Elementary is a PK-6 school in Rockwall, TX, serving 477 students as part of the highly-regarded Rockwall Independent School District (Isd), which ranks in the 90th percentile statewide. While the school has a strong historical track record, consistently earning 4 or 5 stars over the past decade, its recent performance places it in the 86th percentile—a solid "B+"—but it is now outpaced by several nearby schools, such as Sherry And Paul Hamm Elementary (95th percentile) and Nebbie Williams Elementary (92nd percentile). This creates a unique dynamic where Grace Hartman is a strong school that, relatively speaking, is outperformed by its closest peers, highlighting the intense competition within this high-achieving cluster.

One of the most defining and positive metrics for Grace Hartman is its exceptional performance with African American students, ranking in the 99th and 98th percentiles statewide in recent years—a stark contrast to surrounding schools. However, the school faces a critical area of concern: a significant and recent decline in support for low socio-economic status (SES) students, dropping to the bottom 10th percentile in the 2025-2026 school year from the 46th percentile just one year prior. This is a major red flag, especially since nearby Virginia Reinhardt Elementary, which has a higher percentage of low-income students, does not show such a dramatic negative swing. Additionally, Grace Hartman is a clear "Reading School," with reading proficiency rates (65-80%) consistently outperforming district and state averages, while its mathematics scores (54-62%) are closer to the district average and, in some grades, fall below it.

Overall, Grace Hartman Elementary is a school with a strong foundation and a clear identity as a reading powerhouse, but it has a declining trajectory from its peak years (2016-2019) when it ranked in the top 5% of Texas elementary schools. The most urgent challenge is to reverse the alarming trend for its economically disadvantaged students and to boost its mathematics program to match its reading success. If the school can address these two areas, it has the potential to climb back into the top tier where it once resided, making it a compelling option for families who value a strong reading focus and are aware of the need for targeted support in math and for all student groups.

Open Quote I have 2 older children that have attended Rockwall public schools and this is by far the absolute worse experience I have ever had at a school in this district. The communication, especially in the younger grades , is TERRIBLE. Several of the teachers are unprofessional and appear uncaring and unapproachable. I personally know people who have moved homes to be zoned in a different elementary school other than Hartman in Rockwall and have even moved completely out of the district because of negative experiences at Hartman. I compare my child's progress on a regular basis with a friend who has moved her child to a private school and my daughter is far behind what the private schools are teaching. I deeply regret buying a home in this school zone. Close Quote
