Summary

Franklin D Roosevelt H S Of Innovation is a comprehensive high school in the Dallas Independent School District (Isd) serving 720 students in grades 9-12, located in a high-poverty area where over 97% of students qualify for free or reduced lunch. After years of ranking in the bottom 10-15% of Texas high schools, the school has shown a promising upward trend, climbing to the 22nd percentile in 2025—its highest rank in a decade—with notable gains in test scores like Algebra I proficiency jumping from 7% to 42% and Biology from 13% to 59% over recent years.

However, the school faces significant challenges compared to nearby options. Just 0.98 miles away, a cluster of magnet schools at 1201 E Eighth St—including School For The Talented And Gifted, School Of Science And Engineering, and Judge Barefoot Sanders Law Magnet—consistently rank in the 99th-100th percentile with near-100% graduation rates and 95-100% test proficiency. In contrast, Franklin D Roosevelt's graduation rate (74.4%) is well below the district average (84.4%) and its dropout rate (6.1%) is nearly double the district average (3.2%). Even the nearby comprehensive W H Adamson High School ranks significantly higher in the 65th percentile.

Despite the school's "Innovation" label, its overall metrics don't yet reflect a successful innovative model. One bright spot is that African American students at the school ranked in the 57th percentile statewide in 2025-2026, earning a 3-star rating—the highest-performing subgroup at the school. The school's per-student spending ($12,244) is higher than the top-performing magnet schools but lower than some other DISD schools, suggesting that while resources are being invested, the challenges of poverty remain immense. This stark contrast within a small geographic area highlights the critical role of school choice and magnet programs within DISD.

Open Quote I came to this school only a short while ago because of the outstanding leadership from Dr. L. Shaver and Mrs. Coleman. Now that I am here, I am in love with the entire structure of the school and how students are taught by some of the best teachers in the Dallas Independent School District. The teachers here are truly here for the students, no hype. 74% of our students qualify and receive free and reduced lunches and the demographic is 79% African American and 21% Hispanic. I know firsthand that we have some amazing students in this building. The other day, juniors were taking the English TAKS test, and you would be hard-pressed to find a more studious, focused group of juniors in any school district, charter or private school. They brought their A game is so many ways. I am so proud to be here. I am so proud of what our students overcome daily and what they will overcome in the future. I am so proud to be married to a man who not only graduated from this school, but is a teacher with the school district and he has his master's degree. Roosevelt students DO achieve. We have been described thoughtfully as many things, but my favorite description of Roosevelt High School is the one that states: "Roosevelt is the little school that could." How remarkable to be part of something so special. Close Quote
