Summary

St. Andrew School At Oakland Terrace is a very small public elementary school in Panama City, FL, serving just 55 students from Pre-K through 5th grade in the Bay district, where a high percentage of families face economic challenges.

This school stands out for its extremely small size and significant academic struggles. With a state ranking in the bottom 1% of Florida elementary schools, test scores here are dramatically lower than at nearby schools. For example, in the most recent school year, 4th graders had a 0% proficiency rate in both English Language Arts and Math. In contrast, Palm Bay Elementary School, less than a mile away, had a 72% proficiency rate in 4th grade ELA. Even Lucille Moore Elementary School, another nearby school facing challenges, had 31% proficiency in the same subject. A major factor driving these low scores is an exceptionally high chronic absenteeism rate—56.9% of students miss significant school time, which is nearly double the district average and far above the state average.

Interestingly, despite its low performance, St. Andrew spends far more per student than any other school in the area—over $50,000 per student, which is more than five times the spending at Bay Haven Charter Academy. This high cost is likely due to the fixed expenses of running a school being spread across so few students. The core challenge appears to be the severe attendance crisis, which makes academic progress nearly impossible. There was a glimmer of hope in the 2022-2023 school year when 5th-grade science proficiency reached 33%, suggesting that with the right support, better outcomes are possible. Any improvement plan must first focus on getting students to school consistently.

Open Quote Hate this school! They abuse kids,( a teacher arrested for abuse on a small child!) They have the extended time out area that should be shut down! It's the jail abuse room! They don't call parents when child is upset, in trouble or anything! Teachers don't teach or go by the IEP very well! They drag children down the halls, throwing items at children, screaming at them, letting them cry for hours screaming for parents to be called, taking such things away like water bottles! Down right abuse, school should be shut down Close Quote
