Summary

Logan Elementary in El Paso, TX, is a PK-5 school in the El Paso Independent School District (Isd) serving 606 students in a high-poverty community, where about 79% of students qualify for free or reduced lunch. The school has faced persistent challenges, ranking in the bottom 25% of Texas elementary schools for the past decade, with its state percentile dropping to a low of 5th in the 2025-2026 school year—earning a 0-star rating. This decline is more severe than nearby schools like Colin L Powell Elementary (54th percentile) and Sunrise Mountain Elementary (48th percentile), which have shown more stability.

Test scores at Logan are critically low compared to district and state averages, especially in math, where only 13.21% of 3rd graders and 19.67% of 4th graders were proficient in 2025-2026—roughly 30 points below the state average and the lowest among its immediate peers. Reading proficiency is also weak, with just 32.79% of 4th graders and 34.09% of 5th graders meeting standards. Interestingly, Logan spends more per student ($13,002) than the higher-performing Bliss Elementary ($12,302), suggesting that funding alone isn't driving outcomes. Nearby schools like Travis Elementary and Whitaker Elementary have strong Spanish-language STAAR scores, but Logan's Spanish test proficiency is consistently near 0%, indicating its bilingual program may need improvement.

Despite these struggles, Logan shows a notable strength: it ranks in the 54th percentile for African American students, earning a 3-star rating—a stark contrast to its overall performance and its 2nd percentile ranking for other student groups. This success suggests that specific strategies are working for this population and could be expanded to benefit all students. For parents, this data highlights a school with significant academic hurdles, but also a potential blueprint for improvement that school leaders can investigate to turn around the downward trend.

Open Quote If your child has special needs than you need to stay away from this school. I could write a book on how horrible things were for our son. From the top, the principal is burnt out, unprofessional, frumpy, apathetic. If your child is in the process of testing for their special needs, good luck. The diagnostician will make you jump through hoops of fire and give you every excuse in the book not to get your child what they need. Safety there? What safety? If your child wanders then you need to be extra cautious, they will let your child run off and talking to the military police or administration will do little. Of course there are some caring staff there but let me just throw a word of caution to those who look at ratings and reviews, this is not where you want to be. On another note, if you are told to go here and your child has so many needs and El Paso is not for you, you need to investigate further, EFMP is backed up in certain areas and diving deeper will reveal that. Hopefully you can bypass El Paso altogether. Close Quote
