Summary

Andrews Elementary is a PK-5 school in the Austin Independent School District (Isd) serving 309 students in a high-poverty area, where over 94% of students qualify for free or reduced-price lunch. The school has made a dramatic turnaround, jumping from the 4th to the 22nd percentile in state rankings in a single year—the most significant positive change among nearby schools like Wooten Elementary, which declined from the 39th to the 19th percentile, and Winn Montessori, which improved from a higher base.

Andrews stands out for its exceptional performance with English Language Learners (ELL), ranking in the 45th percentile statewide for this group—a strength not seen at nearby schools with high ELL populations like Hart Elementary or Pecan Springs Elementary. The school also excels in 5th-grade math, with a 50% proficiency rate that matches the district average and exceeds the state average, unlike Hart Elementary (20.27%) or Wooten Elementary (34.48%). Additionally, Andrews invests heavily in its students, spending $15,077 per pupil and maintaining a low student-teacher ratio of 11.4—the lowest among all AISD elementary schools in the area.

Interesting patterns include a strong "5th-grade effect," where 5th graders consistently outperform younger students in reading and math, and a bilingual program that often exceeds district averages on Spanish-language STAAR tests. However, a significant gender gap exists, with female students ranking in the 39th percentile and male students in the 9th percentile. Compared to Blanton Elementary, a high-performing school just 0.94 miles away with a low poverty rate, Andrews shows that targeted resource allocation and programmatic strengths can drive improvement despite socioeconomic challenges.

Open Quote My daughter attended Andrews for one year before we moved to a different school district. We were happy with my daughter's teacher. She had decades of teaching experience and was passionate about her job. I was also very pleased with the school's administrators. I felt like the principal really valued my opinion as a parent.

We were disappointed in communication and parent involvement. A lot of times we didn't find out about school events until the day before, which was a little frustrating. Only 2-3 parents attended PTA meetings, which I found surprising and concerning, since there is often a direct correlation between parent involvement and student achievement.

The student body is overwhelmingly low income, with a high percentage of English language learners. This affects test scores. However, I appreciate that the principal places an emphasis on fostering bilingualism for the students who are native Spanish speakers. In the long run, this is probably in the best interest of the students--even if it means lower test scores in the short term. Close Quote
