PS 16 John J Driscoll is an elementary school located in Staten Island, New York, serving grades PK-5 with a total enrollment of 376 students. The school is part of the New York City Geographic District #31, which is ranked 403 out of 874 districts in New York and has a 3-star rating from SchoolDigger.

Despite the school's relatively high per-student spending of $42,044 in the 2023-2024 school year, PS 16 John J Driscoll has consistently underperformed academically compared to the district and state averages. In the 2024-2025 school year, the school's proficiency rates in English Language Arts (ELA) and Math were significantly lower than the New York City Geographic District #31 and the state of New York across all grade levels. The school's performance has been particularly poor for male students, African American students, and students with special needs.

When comparing PS 16 John J Driscoll to nearby schools, such as PS 45 John Tyler and PS 13 M.L. Lindemeyer, it becomes evident that the school is underperforming. These nearby schools, which are within a 2-mile radius, have significantly higher proficiency rates in ELA and Math across all grade levels. However, the school's relatively stronger performance for certain student subgroups, such as female students and Hispanic students, could provide a foundation for developing more effective, targeted approaches to improve the overall academic achievement of the student body.

Open Quote I went to this school years ago and looking back to my experience I hated it. teachers were racist and prefered white students over other races. They not only didn't know how to do their job but were very rude. As a teacher, it is your job to make students feel welcomed and safe but they failed to do so.Going to school was something I dreaded and hated when I was young and that was because of my teachers. Open Quote This school is probably the worst school I've ever had the displeasure to be in. The administration staff is about as qualified as their students to run a school. The principal, has a terrible temper, and is very unjust in all situations. The assistant principal is brash and irrational in all her decision making skills. These two run the school as if they were high school besties and this was their stomping ground. I would not recommend sending your child here, as the school is wildly unfit to meet their needs. I wouldn't recommend working here, as the administration, can't manage their staff or work with anyone in a productive manner. They make decisions based on assumptions and their "I'm in charge and you aren't" mentality is the most toxic of any school I've ever been to. How such incompetent, negligent, power hungry, and down right crude people came to be administrative staff is beyond me. Do not come to this school to work, and do not send your child to this school. They are below average in everything they do, and will do nothing to benefit their staff, or their community. The only way this school could possibly become better, is if the administration staff is terminated and replaced. I would rate this school and administrative staff with a U. Close Quote
