Summary

Lowell Elementary School is a public elementary school serving grades PK-8 in Chicago, Illinois, with 308 students enrolled. The school faces significant academic and operational challenges, consistently performing below the Chicago Public Schools District 299 and Illinois state averages on standardized tests.

In the 2024-2025 school year, only 29.1% of Lowell students were proficient or better in English Language Arts, compared to 42.8% for the district and 53.1% for the state. In math, only 4.7% of Lowell students were proficient or better, compared to 27.3% for the district and 38.5% for the state. Lowell also struggles to effectively serve certain student subgroups, ranking in the bottom 20% of Illinois elementary schools for both female and male students in English Language Arts, as well as for Hispanic students and low socioeconomic status students in both English Language Arts and Math. Additionally, Lowell has very high chronic absenteeism rates, ranging from 25.4% to 41.8% over the past few years, significantly higher than the district and state averages.

Interestingly, the nearby schools, such as Yates Elementary, Funston Elementary, and Moos Elementary, also struggle academically and have similar low rankings and performance metrics to Lowell. However, one notable exception is Casals Elementary School, which is located just 0.26 miles from Lowell and significantly outperforms the school, the district, and the state averages. This suggests that high-quality education is possible within the Chicago Public Schools District 299, and the challenges facing Lowell may be more related to school-specific factors rather than just district-wide issues.
