Summary

Lockhart Elementary Magnet School in Tampa, FL, serves 376 students from Pre-K through 5th grade in the Hillsborough district, and it is a school facing significant academic challenges despite its magnet status and above-average per-student spending of $16,131.

Lockhart has consistently ranked in the bottom 10-20% of Florida elementary schools over the past decade, with a recent state percentile rank of just 4th (2025-2026), placing it among the lowest-performing schools in the area. This is a stark contrast to nearby magnet schools like Lomax Magnet Elementary School (0.56 miles away), which serves a similar high-poverty population but achieves significantly better results—for example, 56% proficiency in 5th-grade math versus Lockhart's 38%. While Lockhart's chronic absenteeism rate of 30.2% is a concern, it is actually lower than the district average (31.3%), suggesting that absenteeism alone does not explain the school's struggles. Interestingly, Lockhart's 5th-grade science scores have shown a positive trend, rising from 19% proficiency in 2022-2023 to 37% in 2025-2026, offering a potential area of strength to build upon.

Compared to other nearby schools, Lockhart's performance is more aligned with non-magnet schools like Edison Elementary (4th percentile) and Potter Elementary (1st percentile), raising questions about the effectiveness of its magnet curriculum. The school also spends less per student than higher-performing peers like Broward Elementary ($29,015) and Patricia Sullivan Metropolitan Ministries Partnership School ($29,681), which have smaller enrollments and lower student-teacher ratios. This suggests that Lockhart's challenges may stem from how resources are used rather than a lack of funding, and a deep review of instructional practices—especially in comparison to Lomax—could be key to turning the school around.
