Summary

Frederick R. Douglass Elementary is a small public school in Miami's Overtown neighborhood, serving 187 students from Pre-K through 5th grade in a high-poverty community where over 70% of students qualify for free or reduced-price lunch.

This school is in the midst of a remarkable academic turnaround. After ranking in the bottom 1% of Florida elementary schools just a few years ago, it has climbed to the 45th percentile statewide—a rare and dramatic improvement. The school spends significantly more per student than its neighbors, at $20,085 per student in 2024-2025, nearly double the spending at nearby Downtown Miami Charter School ($11,007) and Mater Preparatory Academy ($10,820). This investment, combined with a small student body and a low student-teacher ratio of 15.5:1, appears to be driving the gains. For example, 5th-grade math proficiency reached 74% in 2025-2026, and science scores have been a consistent strength, with 65% proficiency in 2023-2024—12 points above the district and state averages. However, the school faces a serious challenge: chronic absenteeism sits at 42.2%, far higher than the district average of 28.2% and most nearby schools, which threatens to undermine progress.

What makes Douglass's story even more compelling is how it compares to a school just 0.16 miles away. Theodore R. and Thelma A. Gibson Charter School serves a similarly high-poverty population but has been declining, ranking in the 23rd percentile in 2026. This contrast shows that school-level leadership and strategy can make a profound difference, even in the same challenging environment. Meanwhile, just over a mile away, Ada Merritt K-8 Center ranks in the top 1% of Florida schools, with only 5.3% chronic absenteeism and 96% 5th-grade math proficiency—highlighting the deep impact of socioeconomic factors on educational outcomes. For parents, Douglass represents a school on the rise, but one where solving the attendance crisis will be critical to sustaining its success.

Open Quote I walked in with my boys and we were discriminated because we are not BLACK. I specifically heard the two women in the front. The one woman said to the other "what are they doing here" We didn't even reach the desk for me to speak. I only was going there because the public school system says this school is in my zone, which I don't agree with. I didn't want my boys going here in the 1st place. These people are the reason for the evil in the world. The most disgusting experience. Close Quote
