Open Quote Kelly is a great school with a dedicated and loving staff and parent teacher association. The test scores are indicative of the trends with our Dual Language Immersion program which started in 2008 and started testing in 2011. This isn't to say there is any 'fault' but rather those kids who started testing in 2011/12 when they reached 3rd grade, were not proficient in either language yet. Whereas other schools without a dual language immersion program, have full proficiency in English when they start testing.
Dual Language Immersion is designed to serve the emergent bilingual community and with a focus on serving these children from immigrant and refugee backgrounds. So these children are smart and capable, but testing in a language they won't be proficient in until they reach late middle school/early high school.

Given this population in immersion is only a 20-36 of the total school population and doesn't include our students who are LEP with a home language of Vietnamese or Spanish, the percentage of LEP students in our school is very high. The diversity of our amazing school has more to do with testing than competency does. And this is not accounted for in the data. Close Quote

Open Quote It would be useful to note that Kelly Elementary is an Immersion school. Approximately half of the school children are being taught majority of the material in a foreign language. Overall, kids that graduate Kelly school are practically fluent in two languages. Kelly Elementary has an Amazing program. It is misleading to compare an Immersion school to a general public school.
