Summary

Roy W. Loudon Elementary is a K-6 public school serving 807 students in Bakersfield within the Panama-Buena Vista Union district, operating in a high-need community where 88% of students qualify for free or reduced-price lunch.

Academically, the school's performance is below average, ranking in the 36th percentile statewide with proficiency rates in English (41%), math (23%), and science (19%) that trail both district and state averages. Compared to nearby schools like Douglas J. Miller Elementary and W. A. Kendrick Elementary, Roy W. Loudon lags significantly, particularly in mathematics where scores drop sharply in the upper grades. However, the school has made strong progress reducing chronic absenteeism, cutting the rate by more than half since the pandemic, and shows notable effectiveness in supporting special education students and English learners.

The school's performance has been volatile over the past decade, and its recent academic decline occurs despite higher per-student spending than some peers like Bill L. Williams Elementary. This suggests that while getting students to school is improving, converting that attendance into learning gains remains a key challenge. The example of high-performing, high-poverty schools in the area demonstrates that improvement is possible with effective practices.

Open Quote The safety of the students its a big deal to me as a parent. I am not comfortable knowing that the people who enter Loudon, do not get asked to show ID. Last week I entered through the office and was not acknowledged by ANYONE. I walked straight in the library and no one noticed. With all tragic events happening in schools nowadays, I would like to see more security measures. Close Quote
