Summary

Decatur Stephen School is a large public elementary school serving grades K-8 in the Philadelphia City School District. With 965 students, the school has consistently underperformed compared to the district and state averages on standardized tests in Math and English Language Arts over the past decade, earning low ratings from SchoolDigger.

Decatur Stephen School's student performance is a concern, with only 38.9% of students proficient or better in Math and 51.5% in English Language Arts for the 2024-2025 school year, compared to 25% and 33.4% for the district, and 41.7% and 48.5% for the state. The school's performance has been declining in recent years. However, the school performs exceptionally well for its African American and Hispanic student populations, ranking in the top 5% and top 25% of Pennsylvania elementary schools respectively in these subgroups. The school struggles with its Asian and White student populations, as well as its disabled student population, ranking in the bottom 15%, bottom 30%, and bottom 30% of Pennsylvania elementary schools for these subgroups.

Despite increased per-student spending, from $12,939 in 2019-2020 to $17,153 in 2022-2023, Decatur Stephen School has not seen commensurate improvements in student outcomes. The school's student-teacher ratio remains relatively high at 15.2 in 2023-2024, compared to nearby Bensalem Township School District schools with ratios around 13-14. While the Bensalem Township schools generally outperform Decatur Stephen, they also serve a high-poverty student population, suggesting the challenges faced by high-poverty schools are not unique to Decatur Stephen and that studying their practices could provide valuable insights to help guide the school's improvement efforts.
